How many licenses?

Everyone has a view on the number of radio licenses that should be allowed to be controlled by a single entity in each market, and often views are influenced by how many your company presently holds.

There are some strange technicalities in the spillage from market to market: some years ago DMG went into breach and were forced to sell Hot 91 on the Sunshine Coast due to the overlap into Brisbane, after they purchased the license that would become Nova 106.9. In that same market Southern Cross Austereo appear likely to have to sell their two Sunshine Coast stations because of the Brisbane overlap. Meanwhile in Sydney, ARN can happily operate 96.1 in Western Sydney in addition to Mix and WS. 

Notwithstanding some of the bizarre technical aspects applying to crossover, how many licenses should an operator be allowed?

Is the present '2 to a market' right? Should it be only 1? Perhaps it could be 3 of any kind, or maybe 3 but you must have at least 1 AM license?
